Mark Foy, 聽chief executive and chief inspector of the Office for Nuclear Regulation until July, will join the board of Laing O鈥橰ourke as a non-executive director in November.聽聽
Foy will chair the Laing O鈥橰ourke board鈥檚 newly formed safety committee.
Laing O鈥橰ourke, in joint venture with Bouygues of France, is main contractor for the Hinkley Point C nuclear power plant that is currently under construction in Somerset. Their Bylor joint venture has also been appointed to build the duplicate Sizewell C in Suffolk.
Also joining the Laing O鈥橰ourke board next year as company secretary is Jersey employment lawyer Helen Ruelle , former director at law firm Ogier and before that a partner at Mourant.
Current company secretary Jim Edmondson will remain as a member of the board and will support the O鈥橰ourke family office, Ois铆n Capital, which is based in Jersey. Edmonson is working with Ruelle to effect a smooth transition ahead of her formally taking up the position in April 2026, the company said.
Stepping down from the Laing O鈥橰ourke board are Australian miner Mark Cutifani, who is a former chief executive of Anglo American, and Danish merchant banker Charlotte Valeur.

Heather MacCallum, who joined the board in November 2022 and currently chairs the audit and risk committee, will become the senior independent director, and a member of the remuneration committee. She is another Jersey resident.
Hayaatun Sillem, who joined the board in March 2022, will now chair the board鈥檚 sustainability committee. She will also join the nomination committee. Dr Sillem, who has served as chief executive of the Royal Academy of Engineering for eight years, announced that she will step down from that role at the end of December.
