Selection Criteria and Minimum Standards

Bidders are required to demonstrate appropriate economic and financial standing, technical and professional ability, and suitability to pursue the professional activity relevant to the Framework requirements.

The minimum standards applicable to this procurement are detailed within the Invitation to Tender (ITT) 鈥� Part 2 as follows:

Economic and Financial Standing:

Requirements and evaluation approach are detailed in Part 2 鈥� Section 2 of the ITT. Bidders must demonstrate financial stability appropriate to the scope and value of the Framework.

Insurance Requirements:

Minimum levels and evidence of insurance are set out in Part 2 鈥� Section 2 of the ITT. Bidders must confirm that these levels are held or will be obtained prior to award.

Mandatory Requirements (Health & Safety, Environmental and Quality Standards):

Mandatory compliance requirements are defined within Part 2 鈥� Section 2 of the ITT. Bidders must provide evidence of suitable management systems and certifications demonstrating compliance with statutory and industry standards.

LHC currently monitors and supports delivery of up to 500 live projects across these regions at any one time. The development of this framework has been informed by continuous consultation and feedback from our partner organisations and clients, ensuring the framework is designed to meet the broad and diverse requirements of the public sector.

As a result, while many contracting authorities have contributed directly to its development, all other public sector bodies that fall within the definitions of 鈥渃ontracting authorities鈥� under the Public Contracts Regulations 2015 and the Procurement (Scotland) Regulations 2015 may also access and use this framework where it offers a value-for-money solution.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:

The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Commencement Date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, and are awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.

LHC clients may include community benefit requirements within their call-off contracts under this framework. These may include, but are not limited to:

Creating sub-contracting opportunities for SMEs, the third sector, and supported businesses.

Developing and strengthening supply chains.

Building capacity within community organisations.

The Contractor shall ensure that all subcontracts or supplier arrangements established after the commencement of this framework are awarded following a fair, open, transparent, and competitive process proportionate to the value and nature of the opportunity.

There is no obligation to use PCS to conduct such sub-contracting processes.
